That's highly variable now that there are many applications. The tendency I've seen is that people tend to put the regular stuff above the add-ons (e.g., Friends, Network Friends, Groups, Walls, etc. will be above apps like Graffiti, etc.)
What many people try to do is even out their profile. Facebook profiles have two columns, and a lot of the time, adding applications will make the two uneven, so people will move certain apps to the left column to provide a more aesthetic layout.
What is the most popular layout arrangement people do on Facebook?
The default one where the Mini-Feed, Information, Education, Gift Box, and the Wall are in the main column, and Network Friends, Photos, and Groups in the left sidebar column.
