I don't think it is possible to change the size of the videos on your facebook page. The only thing I can think of that might help is dragging and dropping the location of the video onto the right half of your page--the left-hand column of your page is narrower than the right.
By layout feature I assume you are referring to the ability to drag and drop the different sections of your facebook page. Basically the title of each section or application is labeled by a blue header. If you drag and drop this header the entire section moves with it and you can place it anywhere on your page.
